Works only on main en/us subdomain for testing puropses.

Changelog:

1. In edit.php --> add option to remove hubs cert if it exists.
2. Option: delete hub --> remove hub cert upon hub departure from hublist.
3. In adc_ping --> calculate hub's total share for luadch. Has missing SS.
4. In nmdc ping --> fixed bad myinfo (connection missing chr(1) in connection area.). Thx Rolex.
5. In nmdc ping --> fixed hub total share calculations - removed user database, calculations done "on the fly".
6. Pings moved to cron (custom soft for it every 2 hours for now).
7. GoiIP updated to still available legacy MaxMind from Apr.28.2022
8. In edit.php --> code to enable/disable adc pinger hubs message (ping stats in main). (This is available for adc hubs only - see your hub edit page.)
9. In stats page - link "on click" to list hubs sorted by hub's software. ADCH++ doesn't work, php doesn't like two pluses somewhere - working on it.
10. Some minor graphics mods. Esp. in showhubs.php. Moved fields around. Usercount and share now after hub's name. Looks cleaner to me.
11. Added last 5 comments to right side in showhub.php. Might come in handy for admins to delete bad comments in the future.
12. Updated hublist autoregistration server to deal better with latest verlihubs. I hope it works as i have limited time to test it.


to do:
1.Missing country flags for some strange "new nations and islands" that appeared in maxmind database in april 2022. [low importance - we won't have any hubs from there anyways.]

2.In showhub show/hide info if it exists - show it (implement new adc ext tags - luadch.[Low importance as only LUADCH supports this for now.])
