When editing - Protocol defaults to NMDC.[ FIXED ]

When editing - Protocol always turns to NMDC.
This was meant to do that as 99% of hubs are currently NMDC.
It is possible to change. Basic plan is:

We need to rewrite the code so instead of plain html dropdown some php is added to actually get a protocol from mysql.
If not set - then go to dropdown the way it is.

If set. Get the data and make it first item on DD menu for protocol settings in hub's edit page.

It will take some time - not sure when i will have time to get to it. Untill then adc admins gonna be stuck selecting the right protocol every time they edit.
Pinger has an option to correct protocols. If adc or adcs wont connect it will try nmdc next time on ping not sure if it works in case of nmdc first. Something to test i guess. But i dont think so. So yes if someone accidentaly leaves default NMDC on adc hub it will prob stay in offline mode. This needs a test to confirm. If it so - this is a bug and needs to be fixed ASAP.
