ADC hublist registration server.

Thanx to Aybo we finally have working ADC reg server for ADC protocol.

To have your adc hub autoregister to hublist use adcreg.dchblist.org:8080 as registration address.

For now only LUADCH-NG versions 3.2+ support this.
I will do my best to get adc devs to work on that feature on other ADC protocol softs like uhub, adch++ and original luadch.
